Five Dead After Manchester Shooting

The Scott County Sheriff's office has identified the victims of the fatal shootings in Manchester. They are as follows:

JoAnn Sinclair, 66
James Roy Ralston, 29
Brittney Lynn Luark, 23
Nolan James Ralston, 5
Brantley Jack Ralston, 1

Our media partner in Jacksonville, WLDS Radio, reports the 6-year-old girl who survived remains hospitalized with no further information available.

Officials have not yet released the names of the victims in this morning's homicide. The Scott County coroner tells us he expects autopsies will be conducted tomorrow morning in Bloomington.

We spoke to the victim's next-door neighbor. She told us the victims included a woman, a granddaughter, the granddaughter's three children, and the granddaughter's boyfriend. That same neighbor also told us the granddaughter recently announced she was pregnant.

The shooter in this morning's homicide has been identified as Rick O'Dell Smith, 43.

Police said they caught up with Smith at around 7 a.m. He exited his vehicle and fired at police.

Police returned fire. Smith was taken to a local hospital, where he was pronounced dead. We're told no officers were hurt.

Police said Smith gained entry to the house by kicking in a back door or somehow getting in through a back door. He used a shotgun to shoot the victims.

According to police, he carried the wounded 6-year-old girl out of the house and literally put her in the arms of a neighbor before leaving. The neighbor called police and an ambulance took the girl to the hospital. No word on her condition at this time.

Village President Ron Drake told ABC Newschannel 20 the Manchester town hall has been converted into a command post for the sheriff's office, Illinois State Police, and the other agencies involved.

The apartment where the shooting occurred is part of a group of county-run federal housing apartments.

We're told that Smith and the victims were acquantences, but authorities are still investigating the relationship. No further information is being released at this time.

The Scott County prosecutor said Smith has been convicted of reckless homicide after a DUI charge. He also has convictions for drugs and bad checks.

Five people have been murdered in Manchester, a small town in Scott County. The suspect in the case is dead. Manchester Mayor Ron Drake said another victim, a six-year-old girl, is at St. John's Hospital in Springfield. No word on her condition at this time.

The shooting happened at apartment complex on Fourth Street around 4:30 a.m.

Drake was notified early this morning that the suspect was still on the loose, which prompted many area schools to close, including Jacksonville, Manchester, and North Greene. 

The suspect was apprehended after a high-speed car chase by Illinois State Police, which ended in a shootout on Woodson-Winchester Blacktop.

Many Manchester residents are gathering at a small Baptist church just blocks away from where the shooting happened. Manchester is a small town with a population of about 300 people.

A second press conference is scheduled for 3:00 p.m.

Jacksonville District 117, Head Start Jacksonville, Four Rivers Special Education District in Jacksonville, and North Greene and Winchester schools are all closed today after a shooting in Scott County.

Trooper Mike Kindhart from the Illinois State Police is calling the incident in Manchester a "multiple homicide." There is a press conference scheduled at 11 a.m. this morning.

Five people have been shot to death in a home on 4th Street in Manchester. Law enforcement tell us one suspect is in custody. The names of the victims are not available. What we do know is a 6-year-old was injured. The child was taken to Passavant Hospital and later transported to a Springfield hospital.
